Project Summary: To achieve any measure of success in homeland security mission areas, all levels of government, the private sector, and a variety of homeland security agencies or professional disciplines must coordinate and collaborate. This is a tall order, considering the complexity of homeland security operations at a national level; but without it there would be conflict, chaos, duplication of effort, and inefficiency. The case study on Hurricane Katrina offers ample evidence of how collaboration, or lack thereof, helped or hindered the response of homeland security agencies or professional disciplines in effectively responding to and recovering from the hurricane.
