However, this view does not take into consideration the genesis of these increased levels of violence. During the period surrounding the American Revolution, crime-prone areas were identified and systematic responses established to address them. This was also the period of the first identified serial killings. It was a period of great transition and self-identification of the U.S. criminal justice system.
