Instruction

I need a 3-4 page essay/case study for a Homeland Security Class that needs to follow a very strict format and guidelines. The professor is very stern and you either earn 100% or 50%. I have attached the professor instructions, sample case & answer, things that will earn a 50% and the actual case instructions. Please read the attachment prior to placing a bid as it is lengthy and very detailed. Thanks.
