It needs to be in the context of Homeland Security Border Patrol / Anti Terrorism vice The financial aspect of it. The First question was. Define pay riding. What is free riding? Over time, can the unilateral solution likely turn into a multilateral one. The answer should be in regards to Protecting U.S. Borders. what was the source document for pay riding? According to Homeland security border patrol, free riding id identified as U.S actions which homeland security have to seize or reduce the flow of intellectual capital across borders. In most cases, these actions are ignored because of the regional trade agreement which tends to deepen the regional trade bias.

Pay riding as described by Michele Fratianni and Heejoon Kang is when two or more "club members undertake some cooperation with the United States but, at the same time, give something of value to terrorists." They use an example of the Saudi Arabia who is aligned with the US in the fight against terrorism but is also the center for a number of terrorist groups and extremist. Free riding on the other hand is when a country aligns itself with another only to benefit from the others actions while contributing little to nothing. With the increased security of the US borders, terrorist will begin to look for easier targets. This will most likely be in countries with less secure border policies. This will force a more multilateral role from many of these countries. Additionally, the US will have to put more pressure on these countries to share the load and move away from the unilateral situation we are currently in.

Fratianni and Kang define pay riding as one nation willingly bearing most of the cost and responsibility of combating terrorism while other ally nations provide a small effort and reap the same benefits (Frattiani and Kang 2004, 9). Free riding is similar except that the ally nation in this scenario puts no effort forth while still reaping benefits from the nation doing the lions share of work (Frattiani and Kang 2004, 9). Examples of these models are the United States policing the borders of Canada and Mexico in an effort to deter terrorism and Canada and Mexico benefiting from this without committing equal resources to the effort. This unilateral solution (or one nation unilaterally providing counter terrorism protection) can certainly evolve into a multilateral solution over time. As it becomes more necessary for other nations to follow suit and harden their borders as well, they will be forced to invest their own resources into combating terrorism.
