this are the instructions of the paper

Each student will prepare a 15-20 page term paper on an urban policy issue/decision which would be developed and addressed by the types of urban managers that we are discussing throughout the class in an urban setting in the United States. Your paper should include research from a variety of sources on your topic including: books, newspaper and magazine articles, scholarly articles, and interviews. Papers that are written solely based on internet articles are not acceptable and will be graded appropriately.

Your paper should explore the urban policy issue and tie in concepts that we will cover throughout the semester related to urban political structure, policymaking, and the challenges and responsibilities of urban manager. Why is this issue worth examining? What are the policy choices and options? Who are the stakeholders involved in the issue? Is there a policy debate ongoing? What are public opinions? How is the public involved? How are urban managers (both appointed and elected) involved in the issue?
