Final Exam: Take-Home Portion (40 points total)
Answer the following essay question. Make certain your essay is typed, double spaced and at least 4 pages in length. Use 12-point type. You will be graded on the content of your essay but also on how well it is organized and written. Be certain to refer to the readings and use evidence to back up your statements. You must cite sources utilized and directly quoted (Chicago Manuel Style). You can use either footnotes or endnotes. Make sure your essay has a strong, main argument clearly stressed in the introductory paragraph. This is an argumentative essay, and if your main points are vague or never stated, this will impact your grade.
Essay question:
After WWII, West Virginia entered a slow and then drastic economic decline caused by many inter-related political and economical factors. The response to these problems reflected efforts by the State and Federal Governments to address the rampant, or perceived rampant poverty in the region by the 1960s. However, the efforts of the War on Poverty in the state produced mixed results and unintended consequences. In your essay, please evaluate the overall success of the War on Poverty in WV and how it contributed to the regions development. How effective was its response? What were the principal problems that limited the effectiveness of the War on Poverty? In your essay, please make sure to answer the following questions (based on what we have covered in class and class readingsyou must use Huey Perrys memoir Theyll Cut Off Your Project):
1. What were the motivating ideas behind the War on Povertys approach to solving poverty? What was the structure/ organization on the ground to implement the War on Poverty? Especially consider the culture of poverty argument, the Economic Opportunity Act, and the community action programs. You should consider President Kennedys policy goals set out in PARC as well.
2. Evaluate the War on Povertys efforts in Mingo County. How was it a success and how was it a failure? (*You must use and consider Huey Perrys memoir in this discussion).
3. What role did the War on Poverty play in generating levels of new activism in the region? Describe one of the major grassroots campaigns of the broader period. How successful was this new activism?
4. Finally, how and why has the issue of poverty and cyclical unemployment continued in the age of globalization (1970s-present)? What do you feel are the three (3) main problems plaguing the region today? Why?
