Demonstrate a question is problematic by:
Showing that past attempts to solve it failed or are no longer satisfactory.
Show how other answers may only be partially adequate the ideas explain some aspects but not enough.
Show that there are other theories or points of view that need to examined.
Show that the easy or commonly accepted answer isnt good enough.
Explore how people are conflicted as they try to solve the problem. This can look like waffling or flip-flopping, but is a good sign of a complex issue. On the one hand, I love animals and I can get protein from beans and soy, but on the other hand, bacon sure is good to eat.
Explore how some answers may satisfy some audiences, but not others.
Consider whether something works in theory, but not in practice.

Demonstrate a question is significant by:
Showing how solving the problem leads to benefits.
Answering so what?
Answering who cares?
