Select two cases that has been decided at the GAO, a Board of Contract Appeals or a Federal Court. These cases will present significant issues dealing with contract protests or disputes arising during any phase of the procurement cycle. The report shall include , as a minimum, the following for each case: 1. Title of the Case (identify all parties); 2. Court or Board hearing the matter; 3. Contractors position; 4. Government Agency position; 5. Decision and date of opinion; 6. Any question remaining of the correctness of the decision; and 7. Discussion whether the matter could have been resolved without litigation. If so, how and by whom? Would the results have been equally acceptable to the parties?
