  • No, they are not blank. Language and development milestone is not applicable in one-year-old child because she is only learning about things around her. According to theorists, children are more likely to start learning different languages and how to communicate well when they are between 11/2-8years old. In fact, theorist refer to this period as the most appropriate period for to learn any language. You can read more about that from Chomsky nativist theory. Hopefully that clarifies why I did not include it in the 1st paper.
