I am attaching your paper with some specific comments added to it. Overall, though, it seems that you are talking mostly in generalities and your paper would benefit from a stronger and more specific.
To start, as you will see, I occasionally ask you to refer to ethical codes. When you make arguments that certain actions would be unethical, you need to state for whom they would be unethical and you can do that by citing a professional code of ethics. You should include the Code of Ethics, or international conventions that you believe apply to the cases that you cite, in the bibliography and quote them in your text.
Think about clearly defining what types of cultural heritage you want to focus on. This will inform what the risks to the cultural heritage are and will also help you focus upon the modes of digitization that would apply to this particular kind of cultural heritage. I would suggest that you focus on one or two cases that involve similar objects types. For example, you might focus upon the Palmyra Arch and another historical/religious artifact destroyed by ISIS. There has been quite a bit of attention in the media as well as academic writing around the Palmyra Arch digitization. If you select that example and one other ISIS-destroyed example, perhaps something that has not been digitized, then you will have a more-focused topic. You will then be able to discuss the problems with the Palmyra Arch and make recommendations for a hypothetical project with the second example.
You should also look further for sources that can help you build your case. There are academic papers that discuss the ethical dilemmas around digitization of cultural heritage that might be better suited to your topic than the ones that you mention here.
You also need to think further about the issue of stakeholders. As I comment in your paper, museum visitors should be included in this group. And if objects are digitized and made available online, wouldn't anyone who visits the museum's website be a stakeholder? Finally, are the people who live near the site of the original but now destroyed artifact not also stakeholders? Assuming that at some future point the area becomes politically stabilized and can welcome visitors/tourists, they've lost a piece of tangible history that could have been the centerpiece of international tourism.
Finally, your discussion of copyright is confusing. It seems that you are talking about the difference between the original and the novel, but would the issue of copyright ever come up in a museum setting in relation to this topic? You also talk about copyright ownership, which, again, doesn't really seem to be an issue unless the museum undertaking the digitization is severely mismanaged. You need to clarify what you mean here.
In summary, you need to
1) tighten your focus, selecting no more than two specific cultural heritage objects/sites for your topic,
2) read the appropriate ethical codes that have an impact on them, and then
3) discuss only the specific types of digitization that are applicable.
