I am giving you information that helps to sort out the answer. Article: Ramsay MacMullen “The Roman Emperors' Army Costs” Latomus T. 43, Fasc. 3 (JUILLET-SEPTEMBRE 1984) Statement of Purpose (SOP) of the MacMullen article “… no improvement has been attempted on these results of his [Frank’s], and something now seems possible in the light of recent researches, concerning at least the major item of that cost: the army. Knowing better how much the army cost, we can go on to measure its effects on governmental policy and on the unhappy taxpayer too - especially in times of war emergency. Several very substantial developments in the course of the empire’s history seem to have been brought about, or at least to have been given their particular direction, by the military budget. In that budget there were two elements: rate of pay and numbers of men.” The topic of this case study is the cost of the army. In the above SOP the unanswered questions relate to the effect of costs on: policy & the taxpayer. The method used to study the topic (i.e. the costs) is to present the evidence of the “rate of pay and numbers of men” through the Imperial Era (the 1st, 2nd, and 3rd centuries AD/CE) of Rome. MacMullen tells us he will present the evidence and then measure its effects. MacMullen’s SOP contains the following elements: rate of pay; the numbers of men; and the effects upon governmental policy and taxpayer. Your task: Read the Ramsay MacMullen article. Block the content of the article according to the 4 elements set by MacMullen. 1. rate of pay 2. numbers of men 3. impact upon governmental policy 4. impact upon the taxpayer To “block” an article is to identify the paragraph or paragraphs that discuss an element. A discussion of something takes more than one sentence. A discussion is typically one or more paragraphs. Format of the answer: Print out the article page 571 to page 577. Draw a rectangle around the paragraph or paragraphs that discuss each element. Draw a rectangle around the paragraph or paragraphs and label the paragraph/s according to the numbered list above. For example: Draw a rectangle around the paragraph or paragraphs which discuss rate of pay. Label those paragraphs “rate of pay” or “1”. Draw a rectangle around each paragraph or paragraphs that discusses numbers of men. Label those paragraphs “numbers of men” or put a “2” next to each. HINT: MacMullen tells us he will present the evidence before he presents the effects. Another HINT: There will be no unlabeled paragraphs when you are done.
