Instruction
Using a variety of sources, conduct technology policy research and write a research paper about how NIST and two other technical institutions of your choice (public, private, or governmental) create and influence national policies that create new technologies critical to the economy of the USA. Focus on one particular technology you are interested in and create three technical questions that an engineer would pose for your own research. Make three policy recommendations about your selected technology.
Questions to be answered
Why did you pick the particular technology you did?
Describe the roles within the USA of the three institutions, why you picked the ones you did and how they relate to your selected technology.
How are these institutions in conflict or do they complement each other?
What is the source of their authority to formulate technology policy, and how do they implement it?
What policy recommendations would you recommend for this technology to scientists/engineers who are in positions to implement national policies?
How do government technology policies affect the economy, universities, and the general population?

Thesis statement – research statement. What do you want to know specifically? (the 3 research questions)
