1. Create your own intelligence agency. You can do this one of two ways: choose an existing one and institute major reforms in its structure or create your own.

If you choose to create your own agency, who will it report to? The President directly or to the DNI first? Will it be more bureaucratic or a stand-alone super secret place that reports only to the President directly without any middlemen? Your agency or department or whatever you are doing, should have an official name, mission statement, who it reports to, where the funding for it comes from, or is it hidden in another agency's budget. Organization chart? Types of job qualifications needed for employees? Secret or open agency? Limited to foreign countries or also operates in the US or only in the US? Your project text should be about 2500 words (about 10 pages, double-spaced in a 12-point font and one-inch margins). This is a creative exercise, and I want you to have fun with it. There are almost no limits for this project, so think out of the box.
