What I need from you is a solution to this problem we will be facing. How are industries going to cover this shortage? We have so many people out of work RIGHT now but either they don't qualify, don't want to move to where the work is currently OR can't pass a drug screen. What are we going to do as an industrialized nation? This should be as long as it needs to be on your solution. I don't have a template for you to follow but your solution approach should be at least two - three pages. You can use a short introduction to the problem (stated with the question) and then outline the solution approach with a conclusion. This does not need to be in a strict narrative format.
