Many jurisdictions use direct recording electronic (DRE) voting machines. These machines tabulate votes quickly. A voter’s intent should be of the utmost importance when counting votes. Using DREs and having a secret ballot make knowing what the voter intended difficult (maybe impossible) to know for certain. One recommendation is to incorporate voter verified paper audit trails (VVPAT). What does this mean? Do any jurisdictions require these? Will this resolve the issue of knowing the voter’s intent?
