PoD Tasker #6-1: Discuss the topic of “resilience” as it relates to critical infrastructure. What’s the importance/role of “resilience” in support of critical infrastructure security? How is the concept of “resilience” mentioned/embedded into influential policy documentation such as the NIPP 2013? Is there one entity “in charge” of “resilience” or is this concept a shared responsibility among various stakeholders? Is “resilience” a stand-alone concept in terms of better ensuring critical infrastructure security, or is “resilience” typically one of several cooperative elements working together to achieve better critical infrastructure security? Are efforts to improve “resilience” upfront -- even in excess of current CI capabilities -- a worthwhile goal in today’s fiscal environment? PoD Tasker #6-2: Discuss how well resilience is being incorporated into critical infrastructure design and planning considerations within the critical infrastructure community. Have previous “lessons learned” been able to show any progress of “resilience” being better incorporated into design and planning considerations over the past 15 years or so? Has in increase in interdependencies among the CI sectors proven to be a strength or weakness in terms of the progress “resilience” within the critical infrastructure design and planning considerations? Is the concept of “resilience” fully accepted within the field of critical infrastructure? Can you point to any examples to support your discussion points? PoD Tasker #6-3: Discuss and compare the topics of “resilience” and “recovery” as they relate to each other within the realm of critical infrastructure. Do they need to work together; that is, are they interrelated? If so, how? Or are they separate and don’t really depend upon one another; i.e., they’re basically separate from each other with little to no interaction. Is either resilience and/or recovery in any way constrained in carrying out its roles and responsibilities in terms of critical infrastructure -- such as resources, funding, technology, decision-maker commitments.
