10-1 Discuss the concept of “indexing performance areas” as identified in the list above in the context of being able to adequately evaluate the performance of various critical infrastructure projects/efforts in a standardized, benchmarked manner. Does the above list provide the “right” indexing performance areas? Do any of the indexing performance areas need to be deleted or modified? Do any “new” indexing performance areas need to be added? Or should there be two separate lists associated with indexing performance areas – one list for cyber-related critical infrastructure project/efforts and a different list for physical-related critical infrastructure projects/efforts? Request you provide your rationale for each suggestion/recommendation. 10-2 Discuss the role of private industry when it comes to providing adequate security and resilience for the sixteen critical infrastructure sectors from the NIPP document’s perspective. Review the current NIPP 2013 document and determine if there are any areas pertaining to the role of private industry that need to be modified or deleted as well as any “new” roles you view as currently missing from the NIPP 2013 document. As part of your review, do you believe the private sector is doing their “fair share”? If not, how does a revised NIPP document address such a perceived shortcoming? Are incentives something that needs to be better addressed and, if so, what type of incentives should be developed/used to incentivize the private industry’s role and contributions? 10-3 Discuss the current Administration’s Legislative Outline for Rebuilding Infrastructure in America dated February 2018. The focus should be in the legislative outline’s to adequately address those issues and/or concerns that are needed to provide sufficient protection – i.e., security and resilience - to the sixteen key critical infrastructure sectors into the 21st century. Does any part or parts of the legislative outline need to be modified? Deleted? Are “new” areas needed to ensure the legislative outline is better structured to provide adequate protection to the sixteen key critical infrastructures when enacted?
