From a business standpoint, it looks to me that the politicians/leaders of D.C. (such as the mayor) have the most at stake; though the group of people who have the biggest stake in this investment would be the citizens (in particular the poor black minority) of Washington D.C. Seeing as how I mentioned at least two parties who have a stake (when I had to only mention one), I will continue with talking about the poor black minority who are a majority of the population, in ward 7.
According to the article when D.C. first struck a deal with Walmart to let them in, they only agreed to do so on the grounds that Walmart builds two stores in ward 7, in return the district would not pass a tax ordinance. The deal was supposed to boost job growth (and lower prices) beyond the city's more lucrative commercial district to two of D. C’s poor neighborhoods. The citizens of ward 7 are at best working poor class people who depend on city services. However, according to the article, Walmart went back on its word; and the problem is there is nothing in Ward 7 to replace Walmart. (K. Capps, Jan 2016) As for the working poor, these people have to drive/travel to the city for their needs/necessities such as groceries using city services such as Mass Transit; because of uneven development, the burden falls heavily on the working class, not on corporate executives or fully employed professionals. Therefore, the gap in income inequality has widened considerably. In fact, according to the book, inequality in the U.S. is at an all-time high surpassing levels seen during the Great Depression. It is important to keep in mind though that poverty (according to the book) is not confined to urban settlements. People who live in metropolitan regions can also suffer from the effects of poverty; though it is/can be considered an urban problem because of it is concentration in large city neighborhoods…So to mention that poverty has become more “urbanized” is to recognize a change in the concentration of the poor in the U.S…” Finally, the poor are the most likely to experience and or be the victims of crime. Additionally, they have the worst standard of medical care in the city/parts of the city (if they are ghetto poor). (GottDiener, pgs.227- 229) In summary, for the reason mentioned, the poor in Ward 7 will suffer the most and therefore, have the most to lose.
