To use the competing value approach, you have to answer the standard three questions about FEMA: purpose, activities, and structure. FEMA incorporates four broad goals in its mission statement. Pick one; this goal will represent a functional area under which there are several activities routinely performed by the agency. Pick an activity. Now reduce that broad organizational goal to one related to the activity that you can measure. This is the information need for the goal model --- a measurable goal and how you are going to measure it. This exercise also gave you the internal process or activity that you will focus on to satisfy the process model.
To apply the systems model pick one of the environmental factors mentioned back in Chapter 3. Consider how you will measure the effect of this factor on the agency.
The human relations model largely addresses motivation and is focused on employee satisfaction. This can be measured partly by the Federal Employee Viewpoint Survey conducted each year; prior to the FEVS, such information would be largely anecdotal.
These four models are applied to measure their effects across FEMA's performance during the Great Flood of 1993, Hurricane Katrina in 2005, and Hurricane Harvey in 2017. The results are reported for each disaster and your conclusion addresses any inferences that arise across time for the agency as a whole.
In your paper, you define the competing values approach, define the four models that comprise the approach, and identify how you are measuring the impact of each. Apply each of the four models across three disasters and report your findings. There are twelve things I am looking for in content and then also grammar for grading. There is a rubric which applies that you should be able to see.
