4 Part Research Paper: Program Evaluation of the Federal Emergency Management Agency’s hurricane preparation and response.

Title: Program Evaluation of the Federal Emergency Management Agency’s hurricane preparation and response. Problem Statement: The object of this research is to determine whether or not citizens have confidence in the ability of FEMA to perform effective hurricane response and relief management. (Research Paper with program evaluation as the research methodology. Use aspects of a policy analysis to create a hybrid design. You need to consider and lay out how you will define and measure variables such as "confidence" and "effective".) This Research Paper is a four-part assignment; three main Sections, and an annotated bibliography. Section 1: Defining a Research Challenge 5-6(10 non-internet citations) Section 2: Annotated Bibliography (cover all 10 non-internet citations) Section 3: A Literature Review (cover all 10 non-internet citations) Section 4: Explaining a Research Methodology 6-7 pages (10 non-internet citations) All papers are to follow APA format. Written and constructed to graduate level use of language (includes grammar), demonstrating a research typology approach to one of the broad topics of the course. These papers should demonstrate recognition and formulation of a problem dealing with research methods in administration, exhibit collection of data obtained through observation, experimentation, or research. A bibliography should be provided and contain non-internet citations. A total of at least 10 sources should be included across the Sections (1, 3, 4), all sources must appear in the annotated bibliography. Specific Criteria are as follows: Section 1) Definition of the Issue/Problem; Sets out problem and purpose of the research. Includes Introduction, Problem Statement, Purpose of the Study, Research Objectives/Questions, Scope/Limitations/Delimitation. Section 2) Annotated Bibliography; (at least 10 sources should be included across the papers). Utilizes and synthesizes current, relevant, and credible sources sufficient in number to create the context for the problem and to demonstrate understanding of the problem/issue. Section 3) Literature Review; (at least 10 sources should be included across the papers). Keep in mind the formal outline/organization for Section 3 must include: An introduction paragraph with a clear and focused thesis statement. A conclusion paragraph restating the thesis and clarifying (answering) the larger research question.Easy to follow organization of ideas and information, i.e. your selection of sources. Evidence (from the source) which strongly supports your thesis. Utilizes and synthesizes current, relevant, and credible sources sufficient in number to create the context for the problem and to demonstrate understanding of the problem/issue. Section 4) Methodology; Distinguishes typology being used and clearly identifies what data are needed to answer the research questions. Explains in detail methods that will be used to collect and analyze the data. Includes all methodological details appropriate to the typology (e.g., for surveys, describes population, sample, randomization). Other Requirements: References – 10 total to be used across all four sections.
